Debt.
In 2004 exiled Haitian president Aristide called for France to repay the 90 million gold francs ($21 billion in today’s value) that Haiti had to pay after declaring independence from France. They’ll did not. Meanwhile, France is being applauded for forgiving $78 million in debt.
